Examiner’s Report
The Examiner’s Report was received by the Parish Council on 24th July 2026.
The Report concludes that the Examiner
“..consider[s] that
the Norton St Philip Neighbourhood Development Plan subject to the recommended modifications meets the Basic Conditions and legal requirements and can proceed to Referendum.”

The draft Plan will now be amended in accordance with the Examiner’s modifications and published as soon as these are completed.
Appointment of Examiner
Following the High Court Order, in January 2026 Somerset Council appointed Deborah McCann BSc MRICS MRTPI Dip Arch Con Dip LD to carry out the Neighbourhood Plan Examination.
In March 2026, following a request from the Examiner, Somerset Council provided her with an indicative housing requirement for the period 2025-2045. The indicative requirement for this period was calculated as being 86 dwellings. The Somerset Council response to Ms McCann can be seen here. This figure was calculated in line with the Council’s agreed methodology which can be seen here.
Following changes in the national legislation which affect examination of Neighbourhood Plans, the Examiner requested the Council invite parties who made representations at submission to comment on this matter. The Notice of Consultation can be seen here.
