Call for Sites and Local Plan Pt2 Limited Update

Following the PC’s successful Judicial Review into Local Plan Part II, the allocated site in the village (NSP1) was deleted from the plan on 16  December 2022 . Along with the 4 other sites allocated in the North East of Mendip, it was remitted to the council for reconsideration. The High Court order set specific dates for consultation and submission of the proposed housing allocations to meet the identified need for a further 505 dwellings accross the former Mendip District (now Somerset East). Final proposals are due to be published for consultation by 30 June 2024 and submitted by the end of September 2024 for examination.

Somerset Council undertook a “Call for Sites” across the Somerset East area between 24th July and 4th September 2023 in preparation for the site allocation exercise. The objective of this exercise was to allocate the 505 dwellings in accordance with Local Plan Pt1 policies CP1 and CP2.

10 sites in NSP were submitted by landowners; 9 outside of but adjacent to the settlement boundary and 1 within it. The sites can be seen on the map here.

These 10 sites included new sites, sites which had been previously assessed as well as sites subject to planning applications. This included the two sites comprising the formerly allocated NSP1. This site, having been struck out following the Judicial Review, was not afforded any special status.

Somerset Council published its Regulation 18 Report together with the sites selected in February 2024. This confirmed that no sites in NSP were selected. Details of the SA were published, both as a summary and site by site detail. These documents are:

Consultation Report

Sustainabilty Appraisal Report Pages 15&16 detail the SA objectives and the “Decision aiding questions” and criteria used for assessing each site.

NSP- SA Summary This summarised the sites together a map and detail of constraints and planning history.

NSP- Detailed Sustainability Appraisal This uses the SA Objectives as set out in the SA Report to assess the sites not ‘screened out’. Site NSP018 (land south of Shepherds Close) was screened out as, with 2 houses being promoted, it was considered to remain as a potential ‘windfall’ site.
